Washington lobbying firm tied to Trump signs $2 million deal to whitewash warlord Haftar's image
A prominent lobbying firm with close connections to President Donald Trump has secured a $2 million contract to bolster the public
image and advance the interests of Libyan warlord Khalifa Haftar and his son Saddam, according to disclosures reported by The Washington Post.
Ballard Partners, an influential K Street operation that expanded significantly during Trump's first term and counts former
administration officials among its ranks, agreed to provide government relations, strategic consulting, and monitoring of U.S.
political and legislative developments on behalf of the Haftars.
The firm will also engage with executive branch officials to promote the Haftars' agenda, the newspaper reported.
The agreement comes despite longstanding accusations of serious human rights abuses leveled against Haftar's forces.
Human Rights Watch has documented cases involving torture, arbitrary detention, enforced disappearances, unlawful killings,
and forced displacement of perceived opponents.
Hanan Salah, assistant director for the Middle East and North Africa at Human Rights Watch, described engagement with figures
implicated in such violations-absent accountability-as "highly problematic," warning that portraying them as part of Libya's future political
leadership raises grave concerns.
Haftar himself faces ongoing legal challenges in U.S. courts, including a lawsuit alleging deliberate torture and the killing
of family members of a plaintiff.
While Haftar's legal team denies all allegations and some cases have been dismissed, others remain active.
The FARA filing for the agreement was submitted in mid-March 2026.
The contract coincides with efforts by Haftar, now 82, to solidify familial control over eastern Libya's military and political spheres.
Several of his sons hold key positions, with youngest son Saddam widely viewed as the likely successor.
Saddam has recently participated in high-level meetings with U.S. officials, including Trump's advisor on Arab and African affairs,
Massad Boulos, and the U.S. chargé d'affaires in Libya, Jeremy Brent.
Ballard Partners, led by GOP fundraiser Brian Ballard, has emerged as one of Washington's most powerful lobbying outfits
in recent years, boasting bipartisan talent and broad access to policymakers.
Its revenue and influence surged notably after 2016.
